The National Palace Museum: the standard of the Research Development and Evaluation Commission is unfair
Research Development and Evaluation Commission, Executive Yuan this morning (15th) has announced the evaluation result of the important projects of each department. "The establishment of the southern branch of the NPM" project was considered as a "C class" project. The NPM has doubted the fairness of this standard and has requested adjustment from the Research Development and Evaluation Commission. The postponement of the construction project under the old government's governance will influence the new government's team if the evaluation standard is not readjusted and that the result will remain as "Class C" before the branch is open even if an enormous progress in the construction is made in the following year.
Starting in 2003, "the establishment of the southern branch of the NPM" was estimated to open in 2008; however, before Kung-hsin Chou, the director of the NPM took up the post last May 20, the construction schedule has been seriously delayed due to problems such as the construction provider's violation of the contract, the distribution of subsidies, the increase of material prices and the fact that only 23% of the entire construction was completed. Since her assumption office, director Chou has been actively reviewing the position and construction progress of the southern branch of the NPM; currently, 92% of the entire construction has been finished and that the branch is estimated to start its operation in 2013.
According to the NPM, the project completed under the rule of the old government period was also included into the evaluation regardless of the postponement of construction during that period, which is unfair for the new governance team. It is suggested that the construction carried out after last May 20 is reevaluated to truly reflect the achievement of the new team.
