The NPM has worked on the construction of the southern branch of the NPM based on the determination of turning the impossible into possible
 
Regarding the announcement of the evaluation result of the important projects of each department by the Research Development and Evaluation Commission in 2008 which classified "the establishment of the southern branch of the NPM" project as a "C class" and the criticism as well as doubts of Ming-wen Chen, the head of Chiai County concerning the southern branch of the NPM" project, the NPM has pointed out on the 17th that many of the accusations are false.

According to the NPM, "the establishment of the southern branch of the NPM" project was proposed in 2003 and therefore the project evaluation also considered the old government period; in fact, the branch was estimated to be open in 2008 but the construction schedule has been seriously delayed. The NPM integrated the previous progress after May 20 last year and turned the impossibles into possibles. The construction progress has been greatly improved, increasing the completion rate to 92% from 23% when the project was handed over. The branch is estimated to start its operation in 2013.

Furthermore, according to the NPM, since the new government took up the post, 2 large-scale artificial lakes and the land grading construction of 70 hectares in the southern branch basement have been completed; in addition, the construction of the artificial lake water preservation project is almost completed and the construction check is about to be conducted. It is definitely a wrong accusation to believe no progress has been made.

The following are the previous results the new team needs to bear:
1. The great number of interfaces caused by the inappropriate bid package strategies, which has led to the stagnation of designs
2. The original construction funds which was expected to be executed was postponed due to landscape and architecture consultants' violation of the contract
3. Landscape and architecture consultants' violation of the contract has led to the problem of the application of procurement legal regulations, which needs to be solved
4. The museum construction preparation project includes a subsidy of NT$ 1.1 billion; however, the expected execution rate decreased due to the postponement of the Tai Power electric cable underground construction and the progress of the connective road widening construction project executed by the Chiai County government in 2008.

The following are the new government's achievements, which turn the impossibles into possibles:
1. With the support from relevant organizations, putting the projects into force with limited construction man-power
2. Organizing the bidding of basic test pile construction during the project amendment period to make the construction provider complete the "Land grading/water preservation construction".
3. Breaking through procurement legal regulations to improve the situation of the postponement of design work and the providers' shifting responsibilities led by the large number of the original rule design bids.
4. Urging the Chiai County government to complete the connective road widening construction project as soon as possible
