The Standard Operating Procedures for Publication Licensing Applications

I.Documentation to Be Prepared and Submitted by the Applicant for Examination:
The applicant shall fill out a “Publication Licensing Application Form” (see Annex 1), a “Declaration (see Annex 2), and prepare a written or printed “Project Proposal” (the content should include, without limitation, the Company Profile, the Capability of Performance, such as business operations and relevant publishing track record), the Synopsis of the Publication (such as storyline, content outline), and Market Research (analysis of the competitiveness of the proposed publication, and analysis of strengths and weaknesses), Pricing Strategy, and Sales Channel Deployment. (The “Project Proposal” may be presented in slide format.)
II.Review Procedures and the Signing of the Agreement:
- 1.Qualification Review: A preliminary review of the Publication Licensing Application Form, and the Letter of Declaration (including relevant attachments).
- 2.Content Examination:
(1) Proposal Evaluation: The Museum shall convene a committee to review the project proposal. The applicant is required to attend the meeting to make a presentation and explanation.
(2) Sample Manuscript Review: After approval of the project proposal, the Museum shall conduct an examination on the publication's sample manuscripts.
- 3.Signing of the Agreement: The formal agreement shall be executed following the approval of the project proposal. Upon signing, the applicant must simultaneously provide the Performance Bond and make payment of the Advance Royalty to the Museum (The Agreement template is attached hereto as Annex 3).
III.Calculation of Royalty for Licensing Fees
For detailed Royalty structures, please refer to the "Royalty Rate Schedule" attached to the Guidelines Implementing Public Solicitation of The National Palace Museum for Publication Licensing Applications
Publications for all children and young adult, and for all developed digital publications, which are duly licensed by the Museum to publish pursuant to this Standard Operating Procedures, are to be charged at a preferential 2% rate.
